Setting browser.display.show_image_placeholders to true or false will make the same result in Firefox 1.5.0.1

In both cases the browser will not show any image placeholder for broken images.

The /res/broken-image.gif should be displayed for all broken images.

Reproducible: Always

Steps to Reproduce:
1. Access a page with broken images

Actual Results:  
Nothing is rendered if image has no alt or the alt text is rendered.

Expected Results:  
The broken image and alternative text should be rendered if placeholders are set to true.
<html><head></head><body><img src="image.gif"></body></html>
I see a placeholder.
