This bug tracks the release of 2.20.2, 2.22, and 2.23.1.  Comment on any general issues to do with these releases.

Don't add any dependencies other than that of guaranteed permanent dependencies
by definition. These dependencies are documented on the "How to Release Bugzilla" page[1].
