While I'm not preventing from uploading an extension that supports SeaMonkey (GID {92650c4d-4b8e-4d2a-b7eb-24ecf4f6b63a}), the update site lists "N/A" for the SeaMonkey version on upload and does not add it to the SeaMonkey Addons site.

As you can see from the following link, no extensions are added for SeaMonkey:

Reproducible: Always

Steps to Reproduce:
1. Upload an extension with a valid SeaMonkey entry in the install.rdf file such as this one:
https://addons.mozilla.org/extensions/moreinfo.php?id=1264

Actual Results:  
Addons Developer website reports that the SeaMonkey version is "N/A" and the extension does not show up for SeaMonkey:
https://addons.mozilla.org/extensions/moreinfo.php?id=1264&application=seamonkey

Expected Results:  
The extension should be registered as compatible with SeaMonkey.

Basically users can't find SeaMonkey compatible extensions.

Just confirming that I too have witnessed this behavior with my extension (Slashdotter).
