A combination of select (check ON) "new tabs in the most recent new window" and not select (check OFF) "Select new tabs opened from links" does not work.

after this checkin,
Tools>Options>Tabs
select (check ON) "new tabs in the most recent new window" and
not select (check OFF) "Select new tabs opened from links".
left-ckick links open in new tab, but not load in background.
Reproducible: Always
Steps to Reproduce:
1.left-click links with "target=_blank"
2.open in new tab
3.
Actual Results:
focus move to new tab (new tab not load in background)
Expected Results:
load in background

You need to set browser.tabs.loadDivertedInBackground to true.
Select new tabs opened from links is for middleclick.

I think it is hidden because this is rarely used.
Resolving invalid (= not a bug in Firefox).
