Can not highlight in Text boxes past the shown length - or: text fields don't scroll while dragging mouse.

Steps to reproduce:
1)Try to highlight all the text in the summary of this bug.
2)Start from the left and holding the mouse left button down drag to the right.
3)When you pass the end of the text field the text should scroll allowing you to
highlight all of the text in the text field.
*notice that you cant*
leaf mentioned that triple clicking works - but I'm apparently not adept enough
to perform that feat.
I'm using winNT build 2000032210.

Yep. Can't select/scroll past the visible text in an <input type="text"> widget,
using the trunk builds from today on linux and win98. (Note, though that the
beta1 branch bits do not exhibit this problem).
Moving this over to Ender land.
