The problem queue as its used in browser-view.js is not abstracted. It should be; the code as it is is hard to verify by inspection. 

We should have a Queue object that supports the operations we require (peek, shift, push, remove arbitrary element).

Since the new phishing/malware error pages are in content, this is no longer an issue.
