I don't know what this command is called (I don't know Java) but I know it's
part of Java. It's the command that moves the browser instance to the "top" of
the stack of instances. And by me, that's the single most annoying thing a
browser can do. (Hotmail is a good example; it pops its browser to the top
*every* time you follow a link.) At present I can turn off Java entirely, but I
don't want to do that, just turn off this one command.

Wow it's been a long time since this bug was reported. Chris if you're still
around were you talking about java or javascript? If you were talking about
javascript, this is now fixed (tools > options > web features > advanced in
firefox, similarly in mozilla). If you're talking about java it's not the right
component.

Chris, are you still around? If you're referring to javascript (not java), then
in Mozilla:
Edit/Preferences.../Advanced category/Scripts & Plugins/Allow scripts to:/Raise
or lower windows
in Firefox:
Tools/Options/Web features/Advanced.../Raise or lower windows
Can you try these options and see if that works for you?
Note that this raising (or lowering) feature is very useful in case of secondary
windows.
