330362 - "Ask for online state at startup" asks twice (i.e. if language pack active)

TB 3a1-0309, TB 2a1-0304, Win2K

The Offline option "Ask for online state at startup" results in the prompt 
being displayed twice on startup.  Apparently this is done once before the extension manager checks extensions on startup, but the double prompt occurs even if the "Checking" window is not displayed.

I'm still seeing this with 3a1-0625, but only if the extension manager wizard 
is run due to the previous instance of TB being downrev (i.e. 2a1 or 1.5).
Apparently there is one prompt from the extension manager, one prompt from the main window.

Yes, I see this in 2.0.0.9 and 3a1-0419.

STR: Configure TB 2.0 with an extension that's not compatible with 3.0.  Set the pref to "ask for online at startup."  Exit 2.0; start 3.0.  You'll get an Online prompt, then get the prompt about the incompatibility; then when you clear that dialog, you'll get another Online prompt.  When you exit 3.0 and return to 2.0, same thing (except the incompatibility dialog doesnt' show).

I see this without all tb2-3 hassle. On exit and open and does 1 prompt, normally
Go in addons and disable or enable one so that the restart appears. On restart is double prompt. Or if you just close it and open.

So it seams to appear only in relation to addon manager changes.

This isn't only on restart: It happens always if you use a language pack.

I didn't see this in TB2, but now experience it with Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9.1.8) Gecko/20100322 Thunderbird/3.0.3

Is this still valid? I don't see it anymore for some time (am on the 17 branch and Windows XP SP3).
