This would break the calendar.xpi and calendar support for SeaMonkey.  Until SeaMonkey moves to toolkit, this can't be done without creating even more code-paths and complicating QA even further.
I don't mind breaking calendar for seamonkey. I don't see much movement towards toolkit there, and we are not going to wait forever. If they want to keep calendar working, they can just ship the non-conflicting parts of toolkit. I think the prefs parts don't conflict with anything in xpfe.
I see one big advantage from moving to the new preferences system: We can write the code for e.g. a prefpane once and use it in Sunbird and Lightning option dialog. Less code, less development effort, less maintenance effort.
