330991 - Private group checkbox should be unified with standard group restrictions

Steps:
I turned on insider group on Bugzilla 2.17.7 (slightly hacked to make the rest of show_bug unrecognizable).

Actual Results:
and got an ugly [ ] private mark at the top of my show_bug page. Later in the bug view is an option to restrict the bug to certain groups.

Expected Results:
Since these two things operate in essentially the same manner, they should be shown together. If someone wants to put both at the top, that's fine. But by default they should not be disconnected.

Sorry, this is the other part of Actual Results (the later on):
Only users in all of the selected groups can view this bug: 
(Unchecking all boxes makes this a more public bug.) 
 [ ] test

that's the normal group hiding bug stuff

which adds to confusion. note that I only have one group, and test is my insider group....

... i'm pretty sure the [ ] private at the top trumps it but the thing for groups doesn't hint that it might be trumped/anded/unioned/whatever.

The group checkboxes and the Private checkbox are completely different things.

The "private" checkbox limits comments to the insidergroup.

The check boxes at the top limit the entire bug to that set of groups.
