timeless suggested creating an IDL for nsIScrollbarMediator in https://bugzilla.mozilla.org/show_bug.cgi?id=331023
This is an attempt to move layout/xul/base/public/nsIScrollbarMediator.h to layout/xul/base/public/nsIScrollbarMediator.idl.  It is a simple IDL'ification of the original C++ header.

No point doing this, I plan to change the scrollbar listening in the near future.

Also, making this interface scriptable is pointless without the rest of the scrolling interfaces being scriptable.
