In bug 210724, we ripped out the checkbox in 2004 for 0.9 because it didn't really disable plugins completely or immediately. In 2006, timeless fixed the underlying Core bug in 210724; on the trunk, toggling the hidden pref in about:config makes about:plugins change from saying there are plugins to saying there are no plugins on the next load. We should be able to safely restore this checkbox on the trunk/in Camino 2.0.
Since I wasn't here in 2004, if "Enable Plugins" is unchecked, does "Enable Java" enter a disabled state?

Is there any reason why "Java" wouldn't be a plugin? If a user unchecks "Enable Plugins", I think that Java too should be disabled and the pref pane should reflect that.
timeless says the patch for bug 210724 should be branch-safe, so we can possibly get this for 1.x.

Sometimes Java's a plugin, and sometimes it's not; I think this is one of the cases where it's not (to the codebase; to users, Java is never a plugin, it's always just Java). It can/could also be disabled independently of true plugins.
