readme file url to release notes brings up a not found page

Details
Install from CD- not able to find release notes (not ready yet?) using url in
readme file
The bug will persist until a day before the bits are made public. In the past,
posting the release notes was a tipoff to the public release of the
bits---sniffers would detect the notes the minute they were posted.
The read me URL is correct. The release notes have not yet been posted, but will
be 24 hrs. before the bits are public.
