When affecting a change on multiple bugs, Bugzilla will churn for a long time while processing but normally does not actually change all the bugs in the selection.

For example, changing Status on 65 bugs meant running the query and change multiple 3 times in a row to get them all changed.

Reproducible: Always

Steps to Reproduce:
1. Select Multiple Bugs (i.e. ~50)
2. Change a Parameter such as Target or Status
3. Wait until it finishes then re-run the query and you'll see only a portion of the selected bugs were changed.


Actual Results:  
Selecting 69 bugs to change Multiple and executing took 3 rounds to actually execute the change in all the bugs.  It would do about 15-25 bugs that were selected then stop with no indication that not all the bugs were changed.

Expected Results:  
Changing multiple should change all the bugs that were selected to be changed not just a portion of them.

This may or may not be related to bug #331486 which reports that changing multiple bugs is very very slow.  Is the process stopping short of changing all bugs selected as the result of a timeout?  It still reports success for all the bugs that were changed, so it is difficult to tell if they are related or not.
Try upgrading your Bugzilla, this was fixed after 2.18.1.
