In a bar chart whose maximum y-value is small (less than about 4 or 5), the y-axis has duplicate / repeated axis labels / tick-marks.  This does not happen for a line chart of the same data set; instead you get "1 1.5 2 2.5 ...".  Looks like maybe the axis labels are being rounded?

Reproducible: Always

Steps to Reproduce:
1. Visit the given URL

Actual Results:  
The y-axis tick-marks are, from bottom to top, "0 0 1 1 2 2 3 3 4"

Expected Results:  
The y-axis should only have one tick-mark for each integral value
Looks like this is still happening on the trunk. Probably because chart is forced to always have 8 y-ticks in template/en/default/reports/chart.png.tmpl template.
