Are you reporting a bug with the bugzilla website (bugzilla.org, not bugzilla.com) or with a browser? If a browser, what browser? And if with the bugzilla website what is the actual URL that has this download tab?

in the URL: field you wrote http://bugzilla.mozilla.org/, but this will redirect you to https://bugzilla.mozilla.org/
in comment #0 you wrote www.bugzilla.com, this will be expanded to http://www.bugzilla.com/ for a website which describes the restoration of a Volkswagen
None of these pages above has a download button, or is blocking right-click.
Are you using Firefox with some special extension offering a download tab?
http://www.bugzilla.com/ offers a link to https://bugzilla.redhat.com/bugzilla/ where you can see a download button at the top. Hovering shows a tooltip 'Download our Bits' and an URL in the status bar: http://www.redhat.com/apps/download/
Clicking the tab takes some time to load the download page, that has shows some more options and another download button.
Clicking that button indeed is showing no action, as it loads the page it is on.
I'm marking that bug as invalid, assuming that it is a bug about a non-working button on a redhat website. The HTML is ok, the browser is ok, the button is ok, it does what it should do. Contact the webmaster to put something useful at this button.
'Download' button top-middle on http://www.redhat.com/apps/download/
Feel free to reopen if you can supply more info on a functional bug in your Firefox/Mozilla/Seamonkey browser and use this browser to file the bug, as the browser type is reported, like
User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.0.1)
Gecko/20060130 SeaMonkey/1.0
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.0.1)
Gecko/20060130 SeaMonkey/1.0
This info is needed as bugzilla registers bugs for three different browsers in different versions on different operating systems.
If you did want to download a seamonkey release:
http://releases.mozilla.org/pub/mozilla.org/seamonkey/releases/1.0/
linux-64 and fc1-rpms are in subdirectories:
http://releases.mozilla.org/pub/mozilla.org/seamonkey/releases/1.0/contrib/
http://releases.mozilla.org/pub/mozilla.org/seamonkey/releases/1.0/contrib/fc1-rpm/
