When opening the Security Manager, either via the Tasks menu or by clicking the
lock icon, the window opens but is entirely blank.

Reproducible: Always
Steps to Reproduce:
1. Install PSM
2. Restart Mozilla
3. Click the lock icon, or select Tasks/Personal Managers/Security Manager


Actual Results:  A window opens, titled 'Mozilla', that is entirely blank.  The
GNOME theme background is not displayed, except momentarily when resizing the
window.

Expected Results:  Apparently, from reading other bug descriptions, there's a
UI.  It should be shown.

Bozhan Boiadzhiev, does Mozilla still crash for you on a build newer than 
2000051120? If so, could you submit a new bug report and add a comment here 
letting us know?
The window has content, and works, if there is no HTTP proxy setting; also if
localhost is set in 'no proxy'.  So 'WORKSFORME', too, in certain situations.
