Details
I believe there is an RFC still being worked on. Once it is finalized, we should think about adding doing International Mail Address support to Thunderbird if we think it makes sense to do so. to do: find links to the RFC find out how valuable we think it might be in Japan

Actually, this issue already has been dealt with in bug 127399. Even a patch has been made. Let me make this as a dupe and copy two URLs in comment #1 there. *** This bug has been marked as a duplicate of 127399 ***
