there is no option to scroll one page at a time (i.e. one hardware arrow key click = one page up/down/left/right)
See also bug 200213, a similar bug for Firefox.
maybe a single hardware arrow click should activate snav and pressing and holding any hardware arrow key for a few seconds could start scroll in that direction ?
