3/24 BETA 1 build - Talkback does not come up when a crash occurs

Seen on two different systems.
Ran installer (in sea directory) for 3/24 Beta1 build

1) Install product
2) Find an open crasher bug in Bugzilla and get the product to crash :-)
3) Talkback does not come up to capture user's information and comments.

This is a regression from the 3/23 build.

Perhaps an install issue?

this is probably because it wasn't installed, it's an option and is randomly
installed unless you go into custom install

installer throttling of the talkback bits has been turned on for the final
release.

first check to see if components/talkback.exe,fullsoft.dll,master.ini are
installed in the system your testing on.

If not re-run the installer and select "custom install", 
then select "quality feeback agent" or what ever we call it,
and then you should get talkback enabled bits installed.

if that is not the problem we will need to dig deeper.

talkback files are not on my current installation. I'll re-run the install again 
per your suggestion.

I reinstalled and chose Custom Install to enable Talkback.  After installation, 
the files are there.  Pls mark this invalid then.
