When the downloads window is open, nothing happens when you use ctrl+n to open a new window, like it does on 1.5

Reproducible: Always

Steps to Reproduce:
1. Open download manager
2. use the shortcut ctrl+n


Actual Results:  
Nothing happens

Expected Results:  
new full window should open

Using Windows XP Home SP2

You first need to focus the page. I see the same in 1.5.0.1.
In 1.0.7 you don't need to click in the page first.
