Now that Win 9x/ME support is dropped, we should make nsEnvironment.cpp on Windows support the full Unicode repertoire rather than limiting to the default codepage. We probably can do it in the xpcom land, but perhaps it's better to extend related nspr apis the way we plan to extend nspr file i/o apis.
