The description between the top two bars reads:

Translation (it's Dutch, I've tried to be as literal as possible, which doesn't result in the best English):

Download Mozilla Firefox with the Google toolbar for free.
Click on the images to install Mozilla Firefox.
This is the official version, released by Google. This version contains no ad- or spyware.

After asking in #firefox, I was told by gavin to file a bug here, and post to m.legal. The latter of which I'm going to do next - I'm assuming you know how to handle this from here (I certainly don't).

For what it's worth, I got to this page by the feed/sponsored link bar in GMail when reading my bugmail. I'm assuming Google won't really like this page either, though I'm not entirely sure about that.
So this looks like legit software at least.

Maybe violates Google's rules for their AdSense program. Seems to claim Google authored Firefox.

No mention of Firefox or Mozilla trademarks or who the software is from. There's a Firefox link at the bottom that does not go to mozilla (http://www.voq.nl/firefox.php)
