Access key underlines is gone in installer

Details
In the installer there are no underlines for the access keys. So even though there is no underline under the N in Next, it's possible to press ALT+N. Expected: The access keys are underlined

Actually the underlines gets shown if you just press ALT once...
I can't see the problem under NT40 sp3, win98 2nd edition, or NT40 sp6. Is this happening just in some dialogs or all of them? Grace, are you able to see this problem?

Underlines do exist on Win95/NT/98 for build 2000-05-08-09

Could someone confirm that the underlines are not shown before the user presses ALT. That how it works on my Windows 2000 machine. That should not be the case.

Doesn't work for me in Win2000. I have to press ALT to get the underlines. And when I click the Next buttons the underlines is missing in the next dialog. I thought that the underlines were shown always. Is this the way it works?
I see this under Win2k as well. The underlines go away after the mouse is used to click on the buttons, but come when the Alt key is pressed. If you look closely, the regular Windows MessageBox() dialogs do the same thing. I'm wondering if this is a new feature/bug with Win2k. It works fine under all the other windows platforms.
