downloader adds a copy of file downloaded with a file size of 0 and adds a .moztmp to the file name ex: xxxxxxx.exe.moztmp. Unable to delete the .moztmp files

Reproducible: Always

Steps to Reproduce:
1.download a file
2.
3.

Actual Results:  
file is downloaded 

Expected Results:  
a copy of file should not be made

Does the tmp file disappear after the download ?
This bug would be invalid because it's by design.

The .moztmp remains after download, that is why I am trying to delete them.
