content on right side of Preferences clipped off

this might be related to a similar problem ben saw on windows recently, so i'll
hold off adding the pp keyword. found while using the opt comm bits on mac,
2000.03.27.10. anyhow, it's really exacerbated by the fact that the Prefs dialog
isn't resizeable on MacOS. the most blatant case is the Navigator panel.

to see this, open up the Preferences and look at the following panels:

* Appearance > Fonts: the pulldown widget on the droplists are clipped.
* Navigator: the Use Current Page button is mostly chopped off, and the Choose
File... button is not visible at all.
* Mail & News > Return Receipts: lines ending in MDN are clipped.
it's not just the text, it's widgets and their content.
Summary: text on right side of Preferences clipped off → content on right side of Preferences clipped off
bumping down to normal, now that i can see all the buttons on the Navigator
panel on mac (2000.04.03.10, opt comm).
Severity: major → normal
I think I've fixed this now.
