Clicking on "Get More Themes" in the Preferences/Appearance/Themes window opens a new page in the Preferences window. No window icons or information bars, no right click context menu appears, and it's not possible to resize it

Steps to Reproduce:
1.click on Edit, Preferences, Appearance, Themes
2.click on "Get More Themes"
3.
Actual Results:
page opens in preferences window
Expected Results:
page should open in new/existing browser window or tab, as it does in Mozilla 1.7

Can't be - that bug was fixed in 2002.
