The software keyboard code looks for transitions into form elements.  when I reproduce the steps you mentioned below on a 640x480 screen, simply clicking into the urlbar allowed me to type into a form -- I didn't have to click on the content then the form entry..

However, i am sure there are cases where a page could set focus to a form field before we see the event -- or worse, if they don't use form elements and use a div and javascript onkeypress handlers.
