Steps to reproduce: 1. Click a form submission button in a designMode iframe. Result: * If the form doesn't have a target, a new *empty* tab appears when the form submission succeeds. * If the form has target=_blank, form submission into a new tab works normally. Expected: * Nothing should happen, except for caret/focus/selection changes.

The same strangeness also happens after designMode has been set back to 'off', and also occurs with untargeted *links*, so it's probably a separate bug.
