tao: what is this bug? This description is very unclear. What is "This file" ?

This file contains the user visible strings for the names of the charsets used
by the View|Charset Coding menu.  Reassigned to cata.

I don't think moving the file itself is enough. cata- you need to make sure your 
reading code also depend on locale.

tao, When do you need this for L10N?  M16 or M17?
I assume moving the file and replacing the URL to the file with chrome URL 
would be all it takes to fix it. If so, M16, please!
