Details
During today's meeting, we discussed changing the Litmus hierarchy to have three main levels:
(1) Super Groups (example would be Security)
(2) Functional Groups (example under the Security Super group would be Anti-Phishing)
(3) Test cases (individual test case for each group)
It would be important for this hierarchy to be maintained across the entire test suite and all of the builds we test: branch, trunk, etc.
It would also be important to be able to extract various functional groups out to create specialized test suites that we could run when we have test days when we want to focus on one area.

We are going to allow multiple test groups per test run, so test runs will become the new de facto top-level agglomerate. To use your nomenclature:
testcases => testcases
subgroups => functional groups
testgroups => super groups
This is a departure from the current model, and the naming of existing subgroups/testgroups doesn't reflect this new setup.
If we really want to move to this structure, I would recommend deciding on a organizational plan, then create brand new testgroups/subgroups and populate them accordingly.
starting by creating brand new testgroups and subgroups that are more aptly named
