prepareForStartup is currently run in BrowserStartup if the user has a homepage set, or in delayedStartup when the homepage is blank.
As discussed with Mano on IRC, anything in prepareForStartup that it's safe to run in delayedStartup should go there and then everything else should run from BrowserStartup to avoid different startup states such as that causing bug 332330.
