Actual results: (proportional thumb _ is shown at actual scaled size (I use 9px scrollbars, so they are allowed to get very tiny when lists get obscenely large), imagine you have 500 accounts in a list box - don't ask me why an Admin would select this feature, I can assure you that I've repeatedly told people to never enable it on sites with more than 7 accounts -- user completion is *always* better)

Only users in all of the selected groups can view this bug:

Steps to reproduce:
1. spend a week picking 1 of 5 possible CCs from this list of 500+ CCable people. The 5 people are probably all in your group, and you'd be more than glad to write a bookmarklet to do it if you weren't so busy and tired and stressed.
2. stare at this ugly out of place feeling checkbox. It feels like it's way too lonely.

Expected results:
(Instead of having to constantly use this stupid long list.)

Implementation details:
* I don't care if the bugzilla I'm using has hacked the location of the Add me to the CC list button, the items requested here should be next to the item for Add me.
* If you don't want to let me quickly and permanently remove someone from my fast CC list, that's fine, then you'll have to stick it in prefs.

Bonus points for implementating the following:
1. keeping track of who a user commonly CCs and offering suggestions into this list.
2. offering the user the ability to maintain lists per product/component with the option of including another product/component's list.

Bonus point items can always be forked into new bugs.

This actually doesn't sound like such a bad idea.

Except that it should be a multi-select instead of multiple checkboxes.

And we'd have to come up with some way to not clutter the UI. The UI is already far too cluttered.
