Scrolling with the up/down keys does not nork correctly if there are misspelled words on the page

Reproducible: Always

Steps to Reproduce:
1.Open url an try to scroll with the up and down keys.

Actual Results:  
It flickers but does not actually scroll, in some other cases it scrolls, but too slow.

Expected Results:  
Everything should be fine

This looks like a dupe of bug 308900.
However, #308900 Product/Components should probably be updated to Core/Spell Checker or Core/Keyboard: Navigation
 -> Dupe of #308900 and will change Product/Components of #308900 to Core/Keyboard: Navigation and attach reporter testcase to it
