339090 - Finer control over admin/reviewer permissions

Description

At least these bits should be settable (possibly inherited as with bugzilla's permissions model):

- can add extension to featured list
- can view author email
- can edit extension description/categories/compat/version/etc.
- can hide extension from public view (as an alternative to removing them in case of significant problem; would probably put it back in the review queue)
- can add "admin note" to extension description

We might find some good groupings for them, probably best to decouple that from the permission capabilities though.  Those are in rough order of urgency for me, and I would grant #2 to current reviewers, and #3 to a number of "senior reviewers" (Cameron, tH, etc.) today.

This might want to be a tracking bug for smaller changes, especially since 2 of the permissions above are related to features that are not yet in place.

shaver: If we want to do this, we need to account for it in the Remora schema.

I don't think this is a Remora blocker.  We can put this in after initial launch.
