With this build, I had a little different experience. I had the News tab by 
default again and it would still allow me to add a second
News tab in the customize panel (which it shouldn't) but when I saved , I ended 
up with 2 News tabs in sidebar ( None of them
said Reuter's). I could only open one of the tabs and clicking on the other would 
not open the tab, or when I moved them up,
clicking on the one would open the other News tab.

I just checked in a fix that would will only see if you remove panels.rdf from
your profile directory.
