Since most of help is just one big web page, it takes forever to download it and therefore seems to be extremely slow. We need to break help into lots of little web pages so the perceived performance can be improved. We need to make sure that the downloads for the help docs follow the same size rules as other Netcenter pages. They have a size maximum that we are exceeding, and it makes our docs look slow.
