Safe browsing should play nice with dial-up connections

Details
Using 2.0a3, the browser attempts to connect to sb.google.com whenever it is started, even when loading local files or about:blank; this forces the user to clear the dial-up connection dialog. The normal Software Update feature manages to avoid doing this, so it should be possible for the Safe Browsing update, too.

I cannot reproduce this anymore in recent versions.
Alistair, is this still an issue for you or can this report be closed as obsolete?

I no longer have a dial-up connection or a Windows XP box to check it on, so yes, if you can't reproduce it and it obviously hasn't bothered anybody else in 5 years, then just close it.
