There's a frozen interface nsIWebBrowserSetup which has a way to allowjavascript, and then there's nsIDocShell which is a private way that actually works to to disallow javascript. Both work, assuming you have an nsWebBrowser, but nsIWebBrowserSetup while nice and frozen isn't reachable from firefox/seamonkey (i.e. the geckos most likely to be used by people.

Dup'ing against Bug 1480643, where we'll hopefully just fold this into nsWebBrowser.
