According to <http://groups.google.com/group/netscape.public.mozilla.xpfe/msg/39ec27028dce764d>, the new newsgroup is mozilla.dev.tech.xul, so I think you can just change the link.
However, that's not my decision. I could be wrong.

The whole xpfe/ hierarchy is rather outdated currently. The hope is to migrate the still useful documents to MDC and get rid of the rest.

This content has recently been archived. If this needs to be migrated back to
a production site, I'd recommend posting it on QMO or MDC. Closing as wontfix.
