Some sites that require scrolling do not display the scroll bar(s), scrolling is still possible using the mouse's scroll wheel/middle button and using the arrow keys.
Reproducible: Sometimes

Open a page that is larger than screen size (i.e. you need to scroll)

No scroll bar(s) visible

It appears to be working fine in safe mode and in normal, must just be one of those freak one-off glitches...

If it works in safe mode then one of your extensions is likely causing the trouble. If uninstalling or disabling extensions does not help try posting at http://forums.mozillazine.org/viewforum.php?f=38 the Firefox support forum.
