Overview Description: 

	Read all the way to the bottom! Trying to drop an item in as the first child of an open container sometimes doesn't work. It 
doesn't work in the case where you first hilighted the container itself. i came across this bug while verifying bug 33546.

Steps to Reproduce: 

1) Open manage bookmarks.

2) Expand a folder.

3) Drag a bookmark to the container, being sure to hilight the container.

4) Drop the bookmark in as the first child in that folder.



Actual Results: 

	Nothing happens. Your Drag and Drop gesture is ignored

Expected Results: 

	The bookmark is inserted as the first bookmark in the folder.

Build Date & Platform Bug Found: 

	All platforms with the 2000033009 builds.

Additional Information:

IMPORTANT: this is actually more important that the rest of the bug. I'd write it separately but it'd just be a dupe. In step 3 
above, if the bookmark you choose to drag is already a member of the container, when you drop it, it disappears of into never-
never land. I can't get it to reappear at all.
robert, you already have a dupe of this, it's the bug you and i were talking 
about last week.
