steps:
1. visit a page which has a text input where firefox will remember a value for you

should work
2. enter a value so that firefox remembers it
(enter ifilter, hit enter, go back to page)
3. rearrange your window so that it's possible to scroll the textarea above the top of the content area (for me, i didn't have to do anything, my window was maximized and the document was long) -- better effects if you make your window short and put it at the bottom of your screen so that there's other visible space above your browser window's titlebar.
4. focus the input and empty it.
5. press down, if you don't get a hint, you did something wrong, reread the steps until you get this working.
6. press escape
7. with your mouse, carefully drag the scrollbar to the bottom of the document.
8. press down
9. get your camera

expected results:
widgets relating to a web page should not appear outside the content area without being encapsulated in a dialog or other window.

detailed expected results:
i don't care, someone can write a spec, i'll file a bug to complain about the behavior that's implemented for this bug after they implement it :).

actual results:
if you can scroll the input widget so that it would logically be above the top of your browser window, your input widget will appear relative to the logical location of the input, but not above the top of some screen. if your window is maximized (as mine is for the picture), it'll probably start at the titlebar and go down. it is possible for the widget to float on the desktop with no indication that it's attached to firefox.
