The accessibility.tabfocus pref is an additive pref, where adding 1 focuses text controls, 2 focuses other form elements, and 4 adds links.  This implies (as does http://kb.mozillazine.org/Accessibility.tabfocus) that even values (2, 4, 6, and possibly 0) of this pref would disable tabbing to text controls.

However, these settings still allow textfields to be tabbed to (tested on Firefox, Windows and Mac, and on Camino).
