When you're writing a new mail and you want to add an attachment by draggin the attachment onto the window, it only works if you drag it onto th header section of the email.

It should work, so that if you drag it anywhere onto the mail, it gets added in. The user just wants to attach a mail, you shouln't have to rearrange you windows to do that,

Reproducible: Always

Steps to Reproduce:
1. Create New Message in plaintext format
2. Try to drag attachment onto the 'body' of the mail.


Actual Results:  
Nothing happens, the cursor shows you cannot drag it there. Dragging it onto the 'header' part of the window works fien however.

Expected Results:  
It would be expected the file would be attached to the mail.
