keyboard users need a means of navigating links in default mode.

following Safari in default mode:

alt+tab does everything and tab does forms

when checked in preferences parity is reversed and:

tab does everything and alt+tab forms

BTW, IE 5 did this too, which is presumably where Safari got the idea.

This should be UNCO.  

(I'm against this btw, since it requires by design that we only expose two states, 3 and 7, for the pref, and I like the idea of exposing 3 5 and 7 of the pref (allowing users to tab to links but not form controls), as currently proposed in bug 277706))

Basically, we either need to implement this bug, or that one, but not both. See comment 2 and comment 0 -- this RFE, as requested, is exactly what Safari does.

I'm in favor of WONTFIXing this bug and going with the UI in bug 277706.  This seems undiscoverable and difficult to remember, while the checkboxes in bug 277706 make setting your tabbing preferences simple and also provides the maximum flexibility.

How is this any more undiscoverable or difficult to remember than it is in Safari or IE?

FWIW, I'd never run into that shortcut.  Opt-tab to me is "insert tab in a text field when tab would otherwise move you to the next control."  Shouldn't we be using opt-tab to allow users to insert tabs in textfields, anyway?

Also, is this (toggle between links and no links tabbing) something that people will want to toggle often enough for us to give up a keystroke, especially since we (will) already expose the checkbox for including links?
