Any tabs and windows that are open when you click this button are lost. They need to be restored when Firefox relaunches.
This should have been fixed by bug 335864

Works fine for me, using a trunk build from a few minutes ago. I installed an extension, opened a few random pages, and clicked the "Restart Firefox" button in the EM. Firefox restarted and restored the open pages.
WORKSFORME, mostly anyways - SessionStore seems to occasionally fail to recapture all tabs at shutdown, so you get the browser state as it was about 5 seconds ago. I'll look into it.

I'm not able to reproduce any datalossy behavior on the latest trunk and branch nightlies. Should you find edge cases where this doesn't hold, please file more specific bugs.
