1) First, we need the address to the site. That said, do you just see the problem on that particular site?

2) Have you hidden the status bar (View --> Status Bar)? If so, do you see a down-scroll arrow if you have a status bar?

ABSOLUTELY.  Just selected View Status bar and the old down arrow appeared, as if by magic.
