When opening the Add-ons window the window does not show the list of currently installed extensions.

Reproducible: Always

Steps to Reproduce:
1. Open add-ons window
Actual Results:  
Blank list of add-ons

Expected Results:  
List of currently installed extensions

Installed Extensions:
DOM Inspector 1.9a1
IE Tab 1.0.9.5
Nightly Tester Tools 1.0.4
Talkback 3.0a1

Also happens in safe mode/with extensions disabled, does not effect theme manager
