We currently have versions of navigator.dtd in both mozilla/xpfe/browser/resources/locale/en-US and ns/xpfe/browser/resources/locale/en-US This is crazy, since developers will modify one but not the other and break things. The strings that need to differ between ns and mozilla should be pulled out into a separate .dtd file, and the rest should be shared.

fix for navigator checked in. rephrase bug to be more general, will tackle all other resource files this week.
